You should never raise to high office, either democratically or through promotion, people who want high office. That desire is a signifier of some very unpleasant character traits.
That is a quote from a novel I'm reading. I find it interesting that novels, especially science fiction and fantasy, relate so well to todays world. All one has to do is examine the politicians of today, and yesterday, to prove the wisdom of that quote.
I've said for some time that it's rare to have a political leader that truly represents the ideals of our country. That which is required to get there, is the opposite of the ideals that founded this country. I want a President who doesn't want to be President.

Citizen Legislature. Basically make it like Jury Duty. You would probably still end up with a class of political advisers that would build up around them.
