Here in Ohio they passed a law that requires the head lights of your vehicle being on when the windshield wipers are on. Next thing you know they'll require a permit to take a crap and regulate how much water your toilet uses per flush. Wait a minute. The Fed did that last one a few years back.
God save us from the do-gooder elites that think they're smarter than the rest of us.

they have a similar law here in NY state, and, well, its NY state. Pretty much sums that up.
They even have that law in VA. Not that it makes any difference - I flash my lights at people several times a week because they forget to turn them on at NIGHT!
Here in SC where we have a real tendency to just call the federal laws good enough, we have the wipers on when raining law.
There is an exception... if it's only raining hard enough for you have the wipers on the intermittent setting then you don't have to turn on the headlights.
Granted, it's a Good Idea to have your headlights on when it's raining (especially if your car is silver or gray or some other rain camouflaging color), but I have never liked it when the government forces you to do something just because it's a good idea.
If you've got driving lights or whatever they call it these days when your headlights are on all the time, remember that there's a significant difference between using your driving lights and using your headlights. Namely, that your tail lights only come on when you actually turn on the headlights. If you think it would be nice if people behind you could see you, then turn on the actual headlights.
