This is called “capitalism”—risk equals opportunity—and that—capping profits and the State confiscating the surplus—is called “socialism”.
Our wonderful elected have stopped construction of refineries, drilling for new oil, and construction of nuclear power plants through regulations. It took them years to get us into this mess, and it will take years to get out of it. There isn't a quick fix. Taxing oil companies that will increase fuel prices even more just won't work. And pushing biofuels that rob food for people also won't work. Fuel costs are just going to be higher than we like for a long time to come. Get over it.
