Why Do They Stay ?

I just don't understand why any gun manufacturer would willingly stay in Illinois. Why in the world would they pay taxes to a government that continually opposes their business, let alone the 2A. If I was a COE I'd be willing to cut profits just to move to a friendlier location. Staying seems rather silly.
